The Sims 3 launcher is the default way to install mods of that type. And it's notoriously unreliable and often causes the exact problem you're experiencing. There's no fixing it. You should just use another method to install mods. On the mods you're getting from the Sims 3 exchange there, don't click the 'add to game' button. Instead choose the save file option and save them in the folder called 'Downloads' that is inside your Electronic Arts/The Sims 3 folder located within your Documents folder.Then, use this program, CC MagicDownload that and install it.

Every time you run this program, or click on the 'refresh button in it' it takes the contents of the 'Downloads' folder and sorts them into folders in the root Electronic Arts directory which it can then use for mods. Click the 'rebuild' button and it'll combine all the mods you have into package files up to 1 GB in size each and automatically enable these files for the game to use.With this program you can install Sims3Pack files that the offiical launcher doesn't want to install, like the ones here. It can also install package files. Or files still in archives. So just download your Sims 3 mods to that Downloads folder in the Sims 3 directory. If you want, the program also lets you sort mods into seperate collections, which I strongly recommend if you intend to get a lot of mods.
