I'm at the end of for the republic part 2 quest as I'm doing an ncr play through, the quest says to talk to ranger grant about protecting president kimball during his visit.

When I go to Hoover dam and talk to ranger grant he says we have to prepare for president kimball's visit, after that the only thing I can say to him after that is 'goodbye' and he says 'bye' to me in a voice that's sounds like he's talking to me through an intercom. There's no way to advance the quest, it must be a glitch, is there anyway I can complete the quest?.
