Someone correct me if I'm wrong, but I think you're out of luck on this, short of a mod. There's no Restore Magicka spell in the game, probably because there's no way to implement it in a way that makes sense. Either it restores more magicka than it costs, in which case you've effectively got an infinite free magicka supply, or it costs more than it restores, in which case it's pointless.

If you purchase it, I think it costs like 1 gp. The second ingredient will be more expensive, but if you use Frost Salts as the second ingredient, and have decent Mercantile skill, you can get the price down below 50gp. Absorb Magicka is not available in the game to buy, although if you are on pc you can add it with the console.If you are the Atronach sign then simply attacking a creature that casts magic at you (like a scrib) means you will absorb it, or praying at a shrine gives a similar result.So those are the only ways? Summoning creatures that cast spells at you are a great wayto regain Magicka. To bad you can't summon an Ash Slave or Ash Ghoul, they really pump out the Magicka spells.I have a mod put away somewhere that gives you a small recovering amount of Magicka. I believe it's called Magic Regeneration.There is also another mod called Leveled Magic that levels your Magicka in parallel to your health and fatigue levels which canrun safely together.

But if you learn the spell then you could enchant an item to do it. It seems like there should be a spell to do this, even if it doesn't do anything as a spell.

I can tell you how to restore your fatigue, health, and magika at any time if you need.

Get some sort of unlocking spell, (it dosent matter which one, it dosent even matter if u can cast it), go to an enchanting place, (pretty much any mages guild) and get an item enchanted, (i did it with a ring) so that it unlocks with a magnitude of 100, this is gonna cost alot, anyways after u have your ring fo to the door in question and it should pop right open, note: this does not work on door that say they cannont be opened, only the ones w/ lock lvl of 100, i know this works I've tried it on the door to Vivecs palace. If u hav anymore questions message me. If u hav anymore questions message me CalciumDustBest way, once you get loads of money from selling quality equipment, you can afford to get sets of enchanted rings that grant you godly powers (100 Unlock Ring, Constant Heal, Constant Restore fatigue).

If you don't want to hunt around for Ekash's lock splitter, then join the fighter's guild, and at the last mission, you have to kill all the thieves guild leaders, one of them carries something called the 'skeleton key' which is a special lockpick that can unlock ANYTHING. But that takes a long time and you can only use the thing a limited number of times. What door do you absolutely need to unlock? Is it Vivec's palace? Because if it is you're just wasting your time, he's really not that special.
